The Collapse of the 28-Point Ceasefire Plan for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the tension caused by the presentation of a new 28-article proposal for resolving the conflict appeared – temporarily – to have been contained. A Washington representative spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its response: another massive barrage of rocket attacks on Kyiv.

The Cycle of Negotiation and Warfare

The chain of conflicting incidents captured the bleak nature of the recent timeframe. By day, negotiation efforts are waged: optimistic declarations are released from different nations. Immense energy is expended on containing certain initiatives. By night, Moscow clearly shows the world that, for them, military action persists as the key method for achieving "settlement".

Nighttime Reality

As the offensive unfolded into the early hours of Tuesday, the present situation of Ukraine's defenselessness was exposed. Ukraine is capable of detecting missile launches from enemy soil, a ability enabled by up-to-date information. From witness perspectives, military aircraft that had been scrambled to engage hostile cruise missiles roared overhead – modern combat jets supplied to Ukraine by Western partners.

Shortly after, Kyiv's missile defense activated: multiple launches deployed against a Russian ballistic missile. This was a modern interception technology at work, presumably provided by Western nations. Every launch jolts you unexpectedly, shaking the windows. The instant of fear quickly transforms into sober acceptance: maybe the approaching threat won't cause damage this time, preventing destruction from devastation and further power outages.

Continuous Dangers

Soon after, a large-caliber weapon engaged a unmanned aircraft somewhere nearby, part of a defensive team – almost certainly Western-made equipment. Regrettably, the shots failed to hit the opposing UAV – it continued its flight toward its destination.

Periodically, this continued until dawn. Kyiv faced the morning news: seven people killed, destruction and infrastructure problems in numerous residences as a result of the evening attack. As typically, everyone still went about their day – enduring hostilities. But those 24 hours illustrated Ukraine's critical military reliance on external assistance – a reliance that European nations are clearly incapable to fill in the immediate future.

Failed Diplomacy

The detailed framework from US administration provoked deep reactions, controversy and serious worry – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after previous diplomatic encounters and bilateral conferences.

Every new approach from American administration unfolds according to the identical sequence: a political offensive against Ukraine, which Kyiv, with allied governments, effectively counters. They manage the tension but never actually win the battle. This pattern will, no doubt, endure.

Strategic Calculations

It is tempting to accuse particular leaders of repeatedly advocating Moscow's conditions. But that does not seem to be the entire situation. American leadership operates on a principle familiar among experienced diplomats: you cannot achieve through diplomacy what you have lost on the battlefield. The American government presumes that it is unrealistic to pressure the Kremlin to relinquish the land that it currently occupies in Ukraine's south or east.

The problem is that while acknowledging this situation, Washington does little to prevent Kremlin actions, through statements or actions, from assuming that the status quo will not evolve additionally in its favour in the months ahead.

Conflicting Perspectives

Therefore, Russian leadership is convinced that duration works to their advantage – that Ukraine and its supporters are nearing depletion. Their motivation to sign a deal that does not give them the greatest potential benefit is virtually nonexistent. There may be multiple initiatives to stop fighting, but they will persist as long as Russia's government remains completely certain in the result.

On the contrary, Kyiv believes that Ukraine can still endure, progressively conceding people and territory but preventing a complete military breakdown until conditions improve in its advantage.

Existing Situation

Realistically, there are no real preconditions for a armistice. Now, subjective factors are entering the equation: political desires to broker a ceasefire and achieve global acclaim, and the government's double obstacles – on one hand, not to distance important partners, and on the other, to mobilize citizens around the country's interests against any initiative Kyiv finds unworkable, so that their focus does not shift toward domestic problems. And although their mission will now be considerably more difficult after current events, it remains quite doubtful that this will alter their fundamental strategy.

These opposing factors are guiding negotiations.

Summary and Prospects

It took a only one week to kill the 28 points of the current initiative. Aggressive and erratic handling of the matter by Washington, resistance by Ukraine and the rest of Europe, along with soothing efforts of negotiators, and finally, recent disclosures, all did their job.

While new proposals based on previous concepts are forthcoming, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are based on Russian demands and reflect certain reluctance to change the course of events, if they stand together and improve their protective measures at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the foreseeable future, primarily depend on sustained allied backing.
